一、 依據115學年度全國學生美術比賽實施要點辦理。

二、 旨揭比賽為鼓勵創作參賽，同一類組每人限送作品一件，且每件作品之創作者為一人，每人至多參加二類。

三、 本縣轄內各級學校自行辦理校內競賽，遴選優勝者（作品）代表學校參加本縣縣賽。參賽作品未列成績者，應於期限內辦理作品退件，逾期作品將由承辦單位自行處置。

四、 各校參賽者員一律經由學校統一於網路線上報名（報名網址 https://contest.hlc.edu.tw/art/publish/plan2026.asp ），報名時間自115年9月14日（星期一）8時起至115年9月23日（星期三）16時30分止。為確保競賽公平性及保障學生權益，請各校於系統開放報名開始時立即登入測試，如有密碼或系統操作問題，請於115年9月18日（星期五）前詢問，並確實依照本比賽相關期程規定辦理，逾期視同放棄。 五、 線上報名完成後，請列印作品清冊、報名表、各校送件數量表紙本，併同學生參賽作品等，於115年9月21日（星期一）至115年9月23日（星期三），上班時間8時至12時、13時30分至16時30分止指派專人親自送達或郵寄（以郵戳為憑）至國風國中（970花蓮縣花蓮市林政街7號）；為使比賽公正，學校逾時送件或送件資料不完整，恕不予評審。

六、 花蓮縣縣賽書法類各組取得決賽權代表權者，由承辦單位以下列方式通知取得決賽代表權之學生參加115年10月18日（星期日）上午10時於國風國中（970花蓮縣花蓮市林政街7號）舉行之現場書寫： (一) 由承辦單位電話通知各得獎學校，請學校轉知獲選學生。 (二) 承辦單位完成前項作業，即視為參賽通知已送達參賽者，參賽者及其關係人不得以未接獲通知為由提出申訴。 (三) 未取得決賽代表權者，恕不另行通知。

七、 本比賽首重原創性與獨特性，各校積極宣導請指導老師及報名學生善用以圖搜圖檢視自身參賽作品，避免違規案件發生，操作說明如附件。
