一、 依據行政院人事行政總處114年11月21日總處培字第11400243681號函辦理。
二、 查國旅卡休假補助費與國內出差旅費交通費之請領，依行政院主計總處（以下簡稱主計總處）意見，公務人員如有於因公奉派出差之前後1日休假者，其交通費應本不重複請領原則，由當事人就實際情形擇一覈實請領，且為避免有重複請領交通費之情事，當事人於提報國內出差旅費報告表及休假補助費申請表時，均應本誠信原則審慎確認覈實請領。行政院人事行政總處復以105年2月26日總處培字第1050033833號書函請各機關加強宣導，並於休假補助費申請表備註增列「不得重複請領差旅費、辦公費、業務費或其他公款」之警語。
三、 因出差旅費除交通費外，尚包括住宿費及雜費，其支給之處理原則經行政院人事行政總處轉據行政院主計總處114年11月17日主預字第1140103667號書函意見如下：
(一) 住宿費：鑑於住宿費性質與交通費相同，應依「國內出差旅費報支要點」（以下簡稱報支要點）覈實報支，並宜比照前揭交通費處理原則，由當事人本誠信原則，就休假補助費及出差旅費擇一請領。
(二) 雜費：
１、 依報支要點規定，雜費每日上限400元，各機關基於業務特性或其他因素，於該要點所定範圍內另定報支規定者（如以公里數、小時數或出差地點等據以計支），依其規定辦理。
２、 查雜費係供出差人在外業務聯繫電話費、傳真、影印、短程車資及購買車票手續費等雜支之用，不論實支金額多寡，均採定額報支方式辦理，與交通費、住宿費報支方式不同，爰倘經機關認定屬出差，可依前開報支要點規定支領，應無與休假補助費重複支給之問題。
