  • 依據花蓮縣政府111年7月26日府人任字第1110147701號函轉教育部111年7月21日臺教授國字第1110081469B號函辦理。
  • 查教師待遇條例第10條第1項規定：「中小學教師在職期間經服務學校或主管機關基於教學需要，同意其進修、研究與其教學有關之知能，取得較高學歷者，以現敘薪級為基準，依下列規定改敘，並受所聘職務等級最高本薪之限制：一、以專科以上學校畢業或同等學歷取得碩士學位，提敘薪級3級；逕修讀取得博士學位，提敘薪級5級；以碩士學歷取得博士學位，提敘薪級2級。……。」，同條例施行細則第6條規定：「中小學教師依本條例第10條規定，於在職期間取得較高學歷申請改敘薪級，經敘定者，自申請之日生效。」
  • 次查教育部111年6月15日臺教高通字第1112202563號函略以，各大專校院如依「校園因應『嚴重特殊傳染性肺炎』（COVID-19）疫情暫停實體課程實施標準」暫停實體課程，請就碩博士學生學位考試申請時間、論文定稿繳交時間、教師就學生學位考試成績登錄時間及學生辦理離校時間等，因應疫情、校園狀況、生師需求等個別狀況予以彈性調整。原已依學校規定期限提出申請於110學年度第2學期舉行碩、博士論文考試，並預定於該學期畢業者，得由學校衡酌個案受影響之情形延長修業年限，學生於111年9月30日前通過學位考試及完成離校手續者，視為110學年度第2學期畢業。
  • 綜上，因受嚴重特殊傳染性肺炎疫情影響，原已依學校規定期限提出申請於110學年度第2學期舉行碩、博士論文考試，並預定於該學期畢業者，教育部提供延長修業年限等相關彈性配套措施。爰公立高級中等以下學校專任教師在職進修或留職停薪進修取得碩士、博士學歷向服務學校申請較高學歷改敘者，係於111年9月30日前通過學位考試、取得學位證書、視為110學年度第2學期畢業並檢具證書向服務學校提出申請辦理較高學歷改敘者，改敘日期得溯自111年7月31日生效；惟留職停薪者復職日於111年7月31日之後者，自復職之日生效。倘教師未能於111年9月30日前提出申請，渠等辦理較高學歷改敘之日期，依教師待遇條例施行細則第6條規定自申請之日生效。
